I am sorry. I ama little bit unclear about what the "Higheast" in Dunan actually is. Is this where Highland once was before/during the events of Suikoden 2 or is it something different? It would make sense why there would be a rebellion there if it was.

High East is the Highland that was absorbed under Muse administration after the war.
