The convo at the HQ bridge goes something like:

Georg: I'm leaving the rest to you.
Lucretia: No. Your promise can only be fulfilled by you.
Georg: I see.
Lucretia: Very well. Off you go.
Georg: Mm.

What "promise" is Lucretia referring to?

The promise Georg made to Arshtat that he will help her children.

The promise was made in the flashback scene when Galleon revealed the truth about what actually happened that night at the Sun Palace. They were among her last few words, even.

One question: Is this the same 'promise' that was supposedly mentioned in Georg's profile in Suikoden II?

Perhaps Georg was planning on leaviing the continent right that moment, and probably would have if Lucretia didn't stop him with those words.
