This is just a theory but...
could True Rune bearers be selected by fate to protect the well being of the true runes?
Ie.1 A True Rune is given to an eligible protector, and when a protector of a rune dies, or is unable to protect it any longer, the rune is passed on to another eligible protector.
Ie.2 Evil people aquire evil runes because they are the best candidate for the protection of evil. (It would be no good giving a Good person and Evil rune because they could just destroy it!)
This is why the 27 True Runes have been around since the beginning. Fate has made it impossible for a True Rune to be destroyed, because it is always in the hands of the most eligible protector.

What do you mean "they could just destroy it"? You can not destroy a True Rune under normal circumstances. Some would consider the Rune of Life and Death an "evil" rune, but Tir isn't evil.Ie.2 Evil people aquire evil runes because they are the best candidate for the protection of evil. Ok good point, but what im trying to say is, that if it were possible to destroy a True Rune, it is stopped by the certain eligible protector of each rune.
The Rune and its owner have a certain bond, at which the owner will protect the rune at all costs, and for some reason if he/she thinks they can no longer protect it they seem to give it up.
Ie. Ted giving the rune to Tir to protect it from falling into the hands of windy who will use it for eval instead of good.

Well, for all intents and purposes, a True Rune bearer is its host. The True Rune leeches off of that bearer like a parasite, using him or her to further its goals. The idea that a god-like entity needs a mortal protector really is not feasible. The True Runes use their bearers to accomplish their ends and will discard them at will.

Well, that depends. When a Bearer attains mastery over their Rune they can overrule the Rune's wishes, Ussually by mantaining it under control or hidden or by tapping into the good side of the rune (Kinda like Sierra managing to tap into the Compassion power of her True Rune). But yeah, basically True Runes are parasites that choose the bearer they see fit.

As far as we have seen there doesn't seem to be any completely good runes. Most runes are balanced though, unless mastered their bad sides rule supreme. Well, We can say Hikusaak's Circle Rune seems to have pretty benefittial powers. It did helped create the Strong and (until not long ago) stable country that is Harmonia.
