recent between the time from suikoden II to the end of suikoden III as the topic is on about what may happen to harmonia after suikoden III. Harmonia did aid the higheast rebellion but their actions were small, letting mainly the loyalists do the work. If Harmonia was truly hostile/aggressive than they would had invaded the city-states once the states had defeated Highland (by than they would be incredibly weak) point is Harmonia's role has been nothing more than to help those who request it.

Not totally, for example in suikoden II the force Harmonia was in still had to abide with Highland's militry stragedy, they can fall back (which they did) but it was clear that Harmonia was acting as a form of support and was limited to execute any acts of self agenda upon the war itself. What I'm saying is that if a game was made after III is that Harmoina would be more prepared to intervene rather then wait for a request.

There has been no comment from Konami on how big of a forece Harmonia sent to the Highest Rebellion. However, seeing that Sasarai was sent along with Dios in that war, it seems that at least the regional army was sent into war. That would have been the same amount of committment Harmonia mustered during Suikoden 3. It is also known that the Border Guards were sent into Higheast during the war (Geddoe's unit), so there was probably a significant military committment on Harmonia's part.

The fact that Shu got involved to trigger another rebellion within Harmonia (thus forcing them to retreat) seems to point towards the detrimental nature of Harmonia's involvement in this war. If they had little influence, Shu's tactic would not have been necessary.

True, how did shu spark of a rebellion in Harmonia? As though Harmonia is powerful, if it is prone to rebellion easily, perhaps that might explain why their reclusive to invade openly only if they were given an advantage it seems.

They may have a storng military power, but there are many factions, families and groups who would love to seize control within Harmonia. And if not seize control, then to force others out of the way to give themselves more power.

Harmonia is a huge nation with a powerful military, but it is also politically fragmented. On one side aristocrats of the temple faction and the people's faction fight against each other, while the temple themselves have their own aganda. The Holwing Voice Guild have their own goals as well, manipulating aristocrats and in some cases, killing them. Despite it's name, harmony is not very abundant in Harmonia.
