Oh definatly she cared for Isato, just because Isato marries another doesn't mean that Urda wouldn't want to still see him. I am not sure how much she cared for him, if she wanted him to marry her for instance or if she was just very close to him otherwise. Isato didn't seem to concerned really, at least that was the vibe I got. She probably kept visiting and trying to get him to come back to their homeland.

Also, how do we know that they are not related somehow? I don't know to what extent, but maybe they are cousins, sister/brother, or even just good friends. I got a definite little sister vibe from her, but it was never definitively stated anywhere that she was related to him. It just felt that way.
