I think Oppenheimer said everything there is to know about Snowe in This Game. He's better in Tactics, but maybe I'm just biased.

Well of course, he's WAY better in Tactics. He's no longer spoiled, arrogant or annoying. But in order for that 180 transformation to take place, he needed to go through all the crap he went through in IV. I really appreciated his goodwill conversations in which he said something to the effect of, "I'm not a tough as Kyril, but I'm glad I can help out." His new-found humility is much more endearing.
