wouldn't they vote on it?
Or maybe they'd have a meeting like they did on Suikoden II and all the head government officials would decided who's right for the job.

then if enough people start to wonder this, perhaps konami will let us know in a future suikoden..

I always figured it was one of those George Washington situations where Toran DOES democratically elect their leaders, they just elected Lepant over and over again.
