It's not the Rune Cannons alone that make countries wary of the Island Nations, though that's certainly a factor.
Folks, look at a map of the Suikoden world. The Island Nations are in the very center. They control cross-continental trading just by their geography, let alone the strength of their fleet. Ticking off the Island Nations means cutting yourself off from foreign trade and making diplomatic relations with overseas countries more difficult due to the lack of safe passage through Island Nations territory.
The threat of using Rune Cannons is merely a backup to a larger geographic strength that the Island Nations possess.

Not necessarily. They could become the "Grasslands of the seas", constantly being fought over for safe trade and taxes. Certain nations have tried to create provinces there in the past, so why not try it again? The Island Nations (Federation) seems to be much more united nowadays, but that doesn't mean that Gaien could try and slowly move in from the west, or that the SME could attempt to move south again. Surely there's not full defense on all sides.

They don't have Lazlo,they sent him off in that boat in the end. Most times the Tenkai Star leaves the nation they helped to forge. Tir and Riou did the same. Chris and Hugo are not the Tenkai stars and only respoinsible for a small part of Grasslands. Hero5 chooses between staying and leaving, so we'll have to wait for Konami to say which is the story ending they are going to go with. I suspect he left and Falena slowly declines and is possily taken over by another nation, due to Viki's "That place is still around?" comment.
