All i know about it it that it keeps order and rule in the City/country the owner is in.

In truth, we don't know that much about the True Runes we have encountered. Yes we know about their vauge powers, but I doubt we'll find that much more about the Circle Rune.

I'd say the circle rune represent order opposed by the true rune that the leader of the sindar has on his forehead, forcing his people never to stay in place, while harmonia is meant to last forever.
