Is Hallec from the Safir clan?

There was something very suspicious about the intro where Hugo slashed Hallec. I'm also guessing Fubar was bought from a Safir nomad. What do you guys think about my theory?

Hallec's origin is from Nameless country to the north while Safir clan is one of Grassland tribes so that theory is incorrect.

In Fubar's bio it simply says Fubar wandered into the village. Then according to the S3 manga, Fubar was found in the wild and at first, he was considered a threat to Karayan tribe like any other griffon, only after he rescued Hugo from a pack of woves, Lucia accepted him to be member of the tribe. Anyway, in both cases, Fubar wasn't bought or sold at all.
