Does Lady Annabelle have a last name?

I would imagine that most, if not all, characters have last names. It's just never covered in the games or publications. Victor, for example, must have a last name. Just because it's never said in the games doesn't necessarily mean he DOESN'T have one.

Just my opinion though.

It makes sense for them not to. Go back a few hundred years and people's surnames were just their jobs, which is why we have surnames like Smith, Fletcher and Miller etc. In a societies like Suikoden's, having a last name means nothing unless you're some kind of noble (person with a lineage).

As I understand it, a mayor is an elected position, therefore she may be 'Lady' Annabelle, but not necessarily a noble.
The only thing Suikoden lacks...is dinosaurs.

He doesn't.

It's explained in multiple sources that most people don't have a last name, only aristrocracy and people who have performed distinguished services for their countries are granted last names.

There's only a few characters that have last names. Snowe in Suikoden IV, Schtolteheim. Not sure if Ronnie 's surname is Bell. Like Niki said, in medieval times, there were no surnames.

It's not, it's just a nickname. Her daughter doesn't share it which is a strong indication.

I did realize that in the Suikoden universe, established families and especially knights/generals have last names which is why I was wondering about Annabelle. Viktor refers to her as a "fine, well-bred lady" at one point which is what raised the question. Other mayors such as Teresa and Gustav have last names.

Annabelle has no last name. At least, Konami has never stated she has any.
