Neclord has been around for hundreds of years so he could always show up in one of the prequels.
I don't want Luca to come back, he served his purpose in the story of SII and I would be a bit worried that future game-developers wouldn't be able to do his character justice.
On the whole resurrection-thing, it might be possible if the right True Rune was available. I'm not sure you can use the Soul Eater though. My personal theory is that you can only ressurect the ones that have been devoured by that rune. That leaves Gremio, Ted, Teo, Odessa and possibly Aldo among other unknowns available for resurrection.
