speaking of Luc, when he said to Hugo (or any other Flame Champion) that he reminded him of someone from the past, was Luc referring to Tir or Riou??? or maybe someone else???

Tir and Riou.

For some reason the eyes have something to do with Tenkais but Hugo isn't a Tenkai.

There was something said in suikoden 5 that shows that wether or not fate is unchangable.

Not all Tenkais are True Rune bearers though, Thomas isn't, the Prince of Falena isn't, and neither is Riou since he has a component of the Rune of Beginning (Bright Sheild) and not the Rune of Beginning itself.
And now these three remain: faith, hope and love. But the greatest of these is love.

Actually, he always says it to Hugo, even if he isn't the Flame Champion. It doesn't have anything to do with the fact of being a Tenkai, but rather the fact Hugo, like Tir and Riou, is a young idealistic youth, just like the previous Tenkai stars. Actually, if we are to see it this way, Hugo should have been the Tenkai star.

Yeah but isn't Thomas an idealistic youth himself? Doesn't he dream of making Budahec castle a thriving center of commerce and peace between the Grassland people?

Yep but in this case, Luc doesn't really encounter Thomas. He was on pposing side unlike the previous two wars and there is only one scene where the two can possibly interact at all which is an optional scene if you let him and Cecile tag along to retreive teh Earth rune. And that mostly involves repeated attacks.

I have a question can one man change fate? Or is the 108 stars always needed to change fate?
