Why wouldn't runes have practical uses? Jeane wouldn't have much of a business without it. I know that there are plenty of soldiers, and rogue fighters roaming the world that aren't Stars of Destiny, but surely there are some civillians in Antei, Greenhill, Brass Castle, etc. that buy Runes for some uses. If they were of use just to the elite, there would probably be less Rune Shops around because they wouldn't be a necessary commodity such as the medicines of an Item Shop.
