Half runes don't count towards the 27 True Runes.

As a complete rune, yes. As halves, no.

Just to explain something about "Rune halves."

Black Sword and Bright Shield=Not Rune halves, but individual parts, which form the Rune of Beginning, which is a true rune. Black Sword is not a true rune, it's not a half a true rune, it's just a very special rune.
