Scenario - Hori Shinjirou

In the credits at end of Vol.2, I saw:

Scenario
Hori Shinjirou(wrote the novels for Suikoden1&2)

What exactly does "scenario" mean in that context? Surely, he didn't write the script? Because if he did, 90% of the gaidens would be 僕に視線を移した(he moved his sight to me), which it isn't. And the battle descriptions are too detailed, they don't seem like Hori Shinjirou's style.

It should mean that he wrote the script. However, he wasn't the only one who wrote the script for Vol.2 as well.
