Does the North Cavern boss (Hugo Chp 3) drop Rose Brooch?

The reason I ask is because I found some mistakes in the recruitment guide and am updating that Hugo can recruit pretty much everyone, but you do need a Rose Brooch for Augustine. Now I do recall getting a Rose Brooch from a boss but have no idea when/where.

I have had him drop a White Rose Brooch prior to chapter 4. In case you're wondering, Augustine won't accept this for an invite. This is probably what you're thinking of.
