1) Does it affect other spells other than the Jongleur Rune?
2) Is it the same as the Focus skill?
3) Sgt. Joe has Chanting Volume but he can't equip a Jongleur Rune. Am I better off replacing this skill with something else?

chanting volume only affects the jongleur rune.
it works exactly like the focus skill, but only for the jongleur rune.
As with all special skills (skills you cannot learn at a tutor), you cannot remove Chanting Volume for Sgt. Joe. This is just one of many goofs in suikoden 3. My guess is that it was supposed to be magic repel, like rhett and wilder have, not that that would have made him all that more effective in combat, since magic repel is mostly a gimmick in this game, except with sasarai, who with the right equipment can have a 90% chance of repelling magic, and even if he does take damage, he has an A in magic resistance too, so he only takes 75% of the damage.
