Isshin Rune - always caused unbalance to target?

Does Isshin Rune always cause Unbalance to the enemy? our info says it does but i don't remember it being so successful...

Perhaps it does 100%... unless the target is invulnerable to that, perhaps?

well, most bosses are immune to imbalance, and most other things die after a turn. I don't think it works all the time, I think it has a percentage attached to it.
