I was going through Hugo's story and I didn't realize when you get the cut scene with Guillaume and Melville in Vinay del Zexay by the inn that you have to go to the rune shop and get another cut scene with his friends and so on.I didn't go to the rune shop and so I never got the three kids is it still possible to get them?

you can recruit them later but you may have missed the opportunity to do their sidequest while Hugo was waiting to be able to visit the Zexay Council.

yeah, all you missed was the sidequest, and a little bit of context for a few later scenes where Guillaume shows up. All ya need to do is recruit billy(requires one statue S, and he can be recruited as early as you have access to the castle).
